Video falsely claims new law bans students from rallies


A YouTube video falsely said Sen. Ronaldo “Bato” dela Rosa has authored a new law prohibiting students from joining protest actions.


The title of Nov. 11 video posted by Duterte Archives read:

BAGONG BATAS ni BATO DELA ROSA - BAWAL na MAG RALLY ANG MGA STUDENTS (BATO DELA ROSA’s new law - STUDENTS RALLYING now PROHIBITED)

The nearly 13-minute video shows Dela Rosa delivering a speech supporting Senate Resolution No. 38, directing the Committees on Public Order and Dangerous Drugs and on Defense to conduct a Senate inquiry on missing minors allegedly recruited by left-leaning groups Anakbayan, League of Filipino Students and Kabataan Partylist.


A check with the senator’s official Facebook page shows a shorter video of the same occasion, about eight minutes, posted also Nov. 11: Dela Rosa was delivering the sponsorship speech for Resolution No. 38.


A Senate press release printed the full text of his speech the day after.


The video of Dela Rosa’s speech and Resolution No. 38 make no mention of a new law deterring students from joining protests.


There is also no record of such a bill filed, but the Senate’s Committee Report No. 10 on Resolution No. 38 encouraged the amendment of the Human Security Act and Anti-Trafficking in Persons Act.


The Senate in August probed the alleged recruitment of minors by left-leaning groups.


Members of the parents-group Hands Off Our Children Movement in September stormed the University Belt in Manila to protest the alleged recruitment of their kids through such groups.


The video has reached 28,300 views and 1,200 likes. The channel, which has more than 92,800 subscribers, says it posts commentaries on Philippine politics. (JRC, EEM)
